Summary

On 3 and 4 November 2025, the Mumbai Suburban Collectorate in Malad carried out a massive eviction drive to remove 280 illegal structures close to the protected mangrove zone in Malvani.

The Deputy Collector (Encroachment and Eviction) department reclaimed nearly 10,000 square metres of land near Survey Nos. 2670 and 1916 and cleared encroachment near the Ali lake bed. Officials reportedly found encroachments, landfills, and tree felling activities in the area. The eviction drive was led by additional district collector (Encroachment/Eviction), Western Suburbs, Ganesh Misal and acting deputy district collector (Encroachment/Eviction), Malad, Vinayak Padvi, with assistance from the Brihanmumbai Municipal Corporation (BMC) and Malvani Police Station.

The demolished structures included not just temporary shanties but also permanent two- and three-storey buildings. Residents learnt about the eviction drive on 1 November 2025 when authorities posted a notice on some of the houses. They say that they were neither surveyed nor provided with individual eviction notices, nor considered for rehabilitation as the procedure laid down in Maharashtra Slum Area Act mandates.

Residents further alleged that they have been living there for more than two decades. A resident of Shanti Welfare Society told LCW that they immediately consulted a lawyer and send a legal notice on behalf of the society. However, without giving any reply to the residents, the authorities demolished the building. Furthermore, the residents were not informed about the extend of the demolition, as to how many houses would be demolished in total.

Meanwhile, the authorities clarified that slum dwellers living in huts constructed before the year 2000 will be protected. They added that the demolition drive was carried after evidence from satellite imagery showed that these structures were constructed after 2011.

Residents are now forced to shelter in open or around the demolished place awaiting support or rehabilitation from the state.
