Summary

In December 2025, the Brihanmumbai Municipal Corporation (BMC) issued a Rs 3,000-crore tender to construct Gargai dam in Palghar district to boost water supply to Mumbai city.

Under the project, a 69-meter dam will be built along with a 1.6 kilometre, 2.2-metre diameter tunnel that will carry water to the Modak Sagar reservoir. Like Middle Vaitarna, Gargai will also be built as a roller compacted concrete (RCC) dam. The project, which was first approved in November 2013, will add 440 million litres per day (MLD) to Mumbai's water supply, making it the city's first new reservoir since Middle Vaitarna became operational in 2014. The project includes a 1,200-kilowatt hydropower unit, intended to offset the dam's electricity costs.

The earlier government had shelved the project citing environmental concerns as 3.1 lakh trees will have to axed in the Tansa Wildlife Sanctuary.

In 2025, the BMC acquired clearances from National Wildlife Board, Forest Advisory Committee (FAC) as well as the Forest Development Corporation of Maharashtra (FDCM), which were necessary before floating the tenders. While the BMC has announced it's plan to complete project by 2029, the project is yet to receive additional clearances from the Centre.

The government has already cleared 844 hectares of land for the project, of which nearly 652 hectares comprises forest area of the Tansa Wildlife Sanctuary.

At least six villages will be affected by the Gargai dam project, with two villages--Ogda and Khodade--and 2,100 acres of forest land expected to be completely submerged. The government is planning to rehabilitate 619 families, approximately 2,500 villagers, near Devli village in Wada, where 400 hectares of land has been earmarked for resettlement. The rehabilitation plan includes allotment of 2.5 acre of forest land and one government job per family. The BMC has also announced it's intention to remove seven other villages to clear the region of human habitation. The rehabilitation package for the families of these seven villages is not yet confirmed. The government has also proposed compensatory afforestation across 658 hectares in Washim, Chandrapur, and Hingoli. 

The villagers are waiting for all the clearances before expressing their intent. The status of their Gram Sabha permissions are also undisclosed.

While the project has drawn mixed reactions from residents, who have been facing water shortages in Mumbai, environmentalists have written to the Maharashtra government expressing their opposition to the project citing it's large-scale environmental impact.
