Summary

In 2025, opposition intensified in Chhattisgarh’s Surguja district against the proposed Kente Extension Coal Block in the Hasdeo Aranya region. The protests form part of a broader mobilisation in Surguja and adjoining districts against multiple mining projects in forested and Adivasi-dominated regions. While state and central authorities have maintained that statutory procedures are being followed, affected communities continue to demand greater transparency, enforcement of legal safeguards, and withdrawal of approvals for the Kente Extension coal block.

The coal block was allotted in 2015 by the Union Ministry of Coal to Rajasthan Rajya Vidyut Utpadan Nigam Limited (RRVUNL), a Rajasthan state-owned power generation company. In May 2025, the Union government’s Expert Appraisal Committee (EAC) recommended environmental clearance for the project. The mine is proposed over 1,742.60 hectares of forest land and has raised concerns related to forest diversion, with the DFO’s site inspection reporting a loss of 4.5 lakh trees should the extension move forward.

A central point of contention has been the project’s proximity to Ramgarh Hill, a site of ecological and cultural significance. Protesters and political leaders have alleged that the actual distance between the mining area and Ramgarh Hill may have been misrepresented or understated in official documents to facilitate statutory clearances. They argue that mining activity could pose risks to the hill, surrounding forests, and wildlife corridors, including areas linked to human–elephant conflict in and around the Lemru Elephant Sanctuary.

Local residents, Adivasi groups, and environmental organisations have raised objections to the project, stating that it threatens forests, water sources, and livelihoods in the Hasdeo Aranya region. Protesters have also alleged that Gram Sabha consent, mandated under the Forest Rights Act, 2006 and the Panchayats (Extension to Scheduled Areas) Act, 1996, has not been properly obtained prior to advancing clearance procedures.

Demonstrations and rallies were held in Ambikapur and other parts of Surguja district, with participants demanding the cancellation of forest and environmental clearances granted or proposed for the Kente Extension coal block.
