Summary

Bet-Dwarka, a coastal island of religious and ecological significance, has become a flashpoint in Gujarat due to a large-scale demolition drive by the state government.

On 11 January 2025, access to the island was blocked as the Sudarshan Setu bridge connecting it to the mainland was closed to outsiders and pilgrims for three days. During this time, over 300 houses, six religious structures, and three commercial establishments were demolished, allegedly to clear illegal encroachments. "We were given only 12 hours’ notice before the demolition, despite Supreme Court guidelines mandating a 15-day notice period,” said one affected resident.

During demolition drives held between 11 and 18 January 2025, 1.27 lakh square meters of land worth Rs 73.25 crore was freed from alleged encroachment. However, livelihood of around 300 fishermen, who rely on the coastal area for their income, were hit. Additionally, the closure of the local primary school left over 400 children without access to education.

Residents, however, allege gross injustice, stating that the campaign unfairly targeted legally allotted plots and displaced hundreds of families. In the Mafatia Plot area of Balapar, where 200 mud-brick homes, Anganwadis, and a school once stood, communities now sift through rubble in search of remnants. Among them is 69-year-old Ismailbhai Rankiwala, who lost three homes. "The government has snatched my shelter; who will give me shelter now?" he told the BBC. Azizaben Angaria, clutching school textbooks, voiced similar despair over the loss of her family’s residence.

Government officials, however, insist the drive was lawful and targeted only illegal constructions. Deputy Collector Amol Awat emphasised that religious structures protected by a Gujarat High Court stay order were left untouched. Superintendent of Police Nitesh Pandey told The Indian Express that the demolitions extended to prohibited islands, where 36 structures—mostly religious and commercial—were cleared. These structures, including illegal jetties, reportedly appeared over the last decade and were manually dismantled due to logistical challenges.

The government further justified its actions by sharing "before" and "after" images of the cleared sites and highlighting the ecological sensitivity of the affected islands. Similar operations have been carried out in other areas, such as Jamnagar’s Pirotan Island, where 4,000 square feet of area within a restricted ecological habitat was cleared of religious and private structures.

The matter has now escalated to the Gujarat High Court under case number R/SCA/497/2025. On 20 January 2025, the government argued against maintaining a status quo on certain religious structures, alleging they were misused for illegal activities, including trafficking explosives. Government representative GH Virk contended that all encroachments, except those under court protection, had been removed and accused the petitioners of misleading the judiciary.

While the High Court deliberates on the case, the demolition drive has left Bet-Dwarka residents grappling with displacement and uncertainty. The controversy raises pressing questions about balancing governance, development, and the rights of affected communities.
