Summary

In 2025, a special Gram Sabha convened in Ghoda village of Walia taluka of Gujarat unanimously opposed a proposed large-scale solar power project, citing fears of land, water, and livelihood loss. The meeting was held at the Patangan of the village primary school under the chairmanship of Sarpanch Manisha Sanjaybhai Vasava.

The opposition centres around a proposed solar plant by KP Green Energy, which is planned across around 140 acres in the Ghoda Gram Panchayat area. Villagers warned that the project would render nearly 281 acres of surrounding agricultural land waterless, directly affecting farmers dependent on irrigation for cultivation.

Residents said farmers in Ghoda village rely on water piped from the Ukai Dam canal passing through village for irrigation. According to villagers, the ongoing construction of the solar park has already damaged around 30 irrigation pipelines each cost as high as Rs 10 lakh to Rs 15 lakh.

During the Gram Sabha, villagers also expressed strong displeasure over the absence of key officials, including the Taluka Development Officer (TDO) and the Mamlatdar. They alleged that the absence reflected administrative apathy towards village concerns related to land and livelihoods.

As per information obtained through the Right to Information (RTI) Act, 31 farmers from Ghoda village submitted a written complaint on 18 September 2025 to the Gujarat Chief Minister, the concerned state minister, the Bharuch Collector, and other officials. In the complaint, farmers alleged that the solar park’s construction has already disrupted irrigation infrastructure, internal farm roads, and access to agricultural fields.

The farmers warned that if water supply is cut off and internal roads are blocked, agricultural activities such as cultivation and harvesting would become challenging. They also raised concerns about the project’s proposed 26-year operational period, arguing that losses suffered over such a long duration would be huge.

“We strongly demand that non-agricultural (NA) approval should not be granted to this solar park. Farmers will not be driven away under any circumstances,” the complaint stated, adding that villagers would be forced to launch an agitation if their demands are ignored.

In response to the RTI query on action taken, officials informed that the Deputy Collector of Valia has directed the Mamlatdar, Walia, to investigate the matter and submit a report with appropriate recommendations to the government.
