In September 2012, the Irrigation and Flood Control Department, along with the Srinagar Municipal Corporation, demolished the houses of 120 families living on the banks of the Jhelum river at Habba Kadal. A decade later, these families are still waiting for rehabilitation and compensation. On December 27, 2021, the affected families protested at the Press Enclave demanding rehabilitation.
The demolition drive was undertaken as part of the Jhelum Beautification Project, launched in August 2005 by then Chief Minister Mufti Mohammad Sayeed. Under the initiative, the government had ordered the removal of encroachments along the banks of the river.
Ghulam Mohammad, one of the evictees, told LCW that they have been running from pillar to post for 10 years. “We used to live in houseboats on the banks of the Jhelum until they were damaged during the demolition drive. At that time, the government asked us to evacuate and promised to give us land for rehabilitation, but now we realise that they were just fake assurances,” he said.
Shahida and her family moved to a rented accommodation following the demolition. “We cannot continue to live in a rented place forever. We have daughters, and we want to get them married. But our condition is so miserable. We are asking the governor-led administration to rehabilitate us like they have rehabilitated the Dal dwellers,” she told LCW.
“We are homeless now. The government promised rehabilitation at the time of dismantling our sheds but those promises remain unfulfilled,” Abdul Gani Rah, whose house was demolished, told the media.
Most of the affected people work as labourers and cannot afford to pay rent or buy properties. Rafiq, a 55-year-old widow, told journalists** **that she had four daughters and an ailing son and had no source of income. “I cannot afford to even pay rent. I request the authorities to rehabilitate us at the earliest,” she added.
Srinagar Deputy Commissioner Mohammad Aijaz Asad told LCW that a decision regarding the rehabilitation of the Jhelum dwellers will be taken soon. There has been no update as of February 2022.
