Summary

In October 2025, around 1,650 farmers across 19 villages in Durg district protested demanding pending compensation claims related to a 400 kV high-tension transmission line project. According to a local report, the project has affected the land of 971 farmers, though farmers estimate a larger number have unresolved compensation issues. While authorities have approved Rs 4.62 crore in total compensation for affected landowners, only 407 farmers have received payments so far, amounting to approximately Rs 2.52 crore. The remaining farmers alleged delays, irregularities and inadequate valuation.

Farmers claimed that compensation procedures violated key provisions of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement (LARR) Act, 2013, including lack of Gram Sabha consent, absence of prior notification, and non-availability of survey reports detailing tower base and Right-of-Way (RoW) impacts. High-tension electricity towers have been erected in the fields of 1650 farmers of 19 villages of Durg district. Several farmers also reported being asked by Tehsil officials to sign documents without any explanation.

Furthermore, a major point of contention concerns the compensation rate. Affected farmers stated that as per government guidelines, they are entitled to 200 percent of land value for tower base area and 30 percent of land value for RoW. However, many claim they have been offered substantially lower amounts—reportedly 80 percent for tower bases and 15 percent for the RoW corridor. They alleged that valuation has been inconsistent across villages and that no detailed site-level assessment has been shared with them.

Protests have taken place repeatedly over the past year. In October 2025, hundreds of farmers surrounded the Durg district Collectorate to demand a direct meeting with Chief Minister Vishnu Dev Sai. During the protest, tensions escalated when farmer leader Dhalesh Sahu attempted self-immolation by pouring petrol on himself, reportedly out of frustration over the lack of response. He was stopped by police and officials, but the incident heightened anger among the assembled farmers.

Farmer groups assert that they have submitted applications and representations numerous times since the project began but have received only verbal assurances. They maintain that the absence of transparent documentation—including tower-wise impact records, compensation calculation sheets, and acquisition maps—has contributed to mistrust in the process. Despite recent claims by authorities that compensation cheques are ready and being distributed, farmers say they will continue to mobilise until full payments are made as per mandated rates.

For now, farmers have temporarily paused their protest but say they will resume demonstrations if their demands remain unresolved.
