Summary

Farmers of Borgaon and neighbouring villages in Karjat taluka of Raigad district in Maharashtra have renewed their protest against the construction of Poshir dam. The project, initially approved in 1980, has faced vehement opposition in the past resulting in the project being stalled for over 45 years.

In February 2025, farmers of six villages came together in protest. They submitted a memorandum to Shekap leader and former MLA Jayant Patil demanding that he stand by the farmers. Farmers claimed that these villages rely heavily on agriculture for their livelihood, adding that rice cultivation is done on the farmlands during the monsoon and vegetables and pulses are cultivated in the summer.

Previously, when the authorities initiated a field survey in 2005, farmers from Borgaon, Chai, Chewne, Umbarkhand, Bhopalewadi, Pendhari and Bondshet thwarted their effort. They also formed a struggle committee to jointly oppose the project. Back then the farmers had succeeded in halting the survey.

The Poshir Dharan Virodhi Sangharsh Samiti, a farmers and tribal collective of villagers affected by the project, revived when they heard the Chief Minister of Maharashtra has fast tracked the process for construction of Poshir dam. In May 2025, the Maharashtra Cabinet granted approval for the Rs 6,394.13 crore Poshir water project to improve water supply infrastructure for the Mumbai Metropolitan Region. Water from the project is intended to be supplied to key urban centres including Mumbai Metropolitan Region, Navi Mumbai, Ulhasnagar, Ambernath, and Badlapur.

Under the project, a dam will be constructed on the Poshir river near Kurung village in Karjat taluka, with a total capacity of 12.344 TMC (thousand million cubic feet). Of the total usable storage capacity of 9.721 TMC, 7.933 TMC is allocated for drinking water and 1.859 TMC for industrial purposes.

The cost of the project has been proportionately distributed among the beneficiary institutions. The Mumbai Metropolitan Region Development Authority (MMRDA) will bear 33.96 percent of the cost, amounting to Rs 2,171.45 crore. Navi Mumbai Municipal Corporation will contribute 43.53 percent amounting to Rs 2,783.37 crore. Ulhasnagar Municipal Corporation’s share is set at 9.56 percent, totalling Rs 611.28 crore. Ambernath Municipal Council will provide 7.07 percent amounting to Rs 452.06 crore, while Badlapur Municipal Council will contribute 5.88 percent, equaling Rs 375.97 crore.

The recent developments brought back the memories of the last phase of struggle against the dam. Villagers told LCW that this land has fed several generations. However, when the government gives monetary compensation, they are left unemployed and money ends in a while. "We will not give away our land and destroy our only source of livelihood," a villager said. The tribals also complained that the large-scale submergence of their lands will affect their culture and livelihood severely. They also expressed concerns over the absence of proper land record, which would be used to determine their compensation.

Recalling their previous struggles, villagers stated that in 2000 and 2001 they didn't allow government vehicles to enter their villages to conduct land survey for the dam. Similarly, they have not allowed any progress on land survey or preparing other reports for the project.

As on January 2026, the villagers remain steadfast in heir demand to cancel the proposed dam project.
