Summary

A demolition drive that razed more than 100 homes in Surat's Nasirnagar settlement has snowballed into a major land conflict, pitting long-settled residents against civic authorities and raising allegations of collusion with private real estate interests. The dispute centres on a decades-old settlement near Ved Darwaja, where residents claim they were evicted without adequate notice to facilitate a road linked to a nearby construction project. The matter has now reached the Gujarat High Court, bringing renewed attention to the rights of urban poor communities facing displacement amid rapid expansion.

At the heart of the conflict are around 250 families who have lived in Nasirnagar for more than three decades on allegedly privately-owned land. Residents argue that their long occupation of the area, coupled with property tax payments, electricity connections and municipal water supply, entitled them to procedural safeguards before any eviction could be undertaken.

The demolition was carried out between May 28 and May 30, 2026, in the Ved Darwaja/Katargam area of Surat. Residents alleged that bulldozers razed their homes without prior notice or any official demolition order, and that the operation was carried out under police protection.

The controversy deepened due to contradictory claims by public authorities. While Surat Municipal Commissioner M Nagarajan initially denied that the Surat Municipal Corporation (SMC) had carried out the demolition, stating that civic officials were present only to demarcate a proposed road, police officials said security personnel had been deployed following a request from the civic body. Days later, a senior SMC engineer publicly acknowledged that the demolition was conducted by municipal staff and described it as a legal action undertaken under established rules and regulations. The conflicting accounts fuelled demands for an independent inquiry into the operation.

Residents and local political leaders alleged that the demolitions were linked to a nearby private real estate project. According to these allegations, a builder developing a residential complex sought road access through the area occupied by the slum settlement, triggering pressure to remove the houses. BJP MLA Vinu Moradiya questioned the circumstances surrounding the demolition, while Congress leaders accused civic officials of acting in favour of private interests. The allegations have added a new dimension to the dispute, transforming it from a local eviction issue into a broader debate over land use, governance and accountability.

For affected families, the conflict represents a struggle for housing security and recognition. Many residents are daily wage workers, autorickshaw drivers and informal sector labourers whose homes were built over generations. Several families have been forced to live in temporary conditions following the demolitions. Protests by residents and political activists have led to detentions by police, while opposition leaders have demanded rehabilitation measures and action against officials allegedly involved in irregularities.

The Gujarat High Court on June 26 questioned the Surat Municipal Corporation (SMC) on who authorised the action and why due process was not followed. Justice Nikhil Kariel, hearing a petition filed by residents, directed the SMC to prepare a “definite rehabilitation plan” for the displaced families.

Meanhwile, the civic body suspended five officials identified as Executive Engineers Sujalkumar Dharamshibhai Prajapati and Jayang Rajnikant Jivanramjiwala, Deputy Engineer Arpan Mansukhlal Parmar, Assistant Engineer Monik Babubhai Gadhiya, and Junior Engineer Nareshkumar Binalbhai Galchar.

The state government further informed the bench that a specialised team of officials is actively investigating the matter and that the police had been intimated in advance to maintain law and order during what was supposed to be a demarcation process.

Beyond the courtroom, the Nasirnagar dispute highlights a larger challenge confronting rapidly growing Indian cities: balancing infrastructure and real estate development with the rights of vulnerable communities.
