On 18 August 2024, the Rongmei Naga Council of Manipur (RNCM) has launched an indefinite blockade along the Tongjei Maril and Leimatak stretches of the National Highway 37 (NH-37).
The blockade is a response to the unfulfillment of their long-standing demand for the inclusion of 70 Naga sub-tribe-dominated villages, currently within the Kuki-Zo-dominated Churachandpur and Kangpokpi districts, into the Noney district. The RNCM's primary demand is to shift administrative and developmental programs of Rongmei Naga villages from Churachandpur and Kangpokpi districts to Noney district for administrative convenience and better governance.
The RNCM stated that this action was taken as a last resort after previous appeals to the Chief Minister N Biren Singh went unanswered. The organisations had previously submitted formal memorandums outlining their demands, the last being on 15 June, 2024.
The RNCM, supported by two other organisations: the Rongmei Naga Students Organization, Manipur (RNSOM) and the Rongmei Village Chief/Chairman Association, has called for public support, urging the community to stand united until their demands are met.
The RNSOM emphasised that the stretch of land from Imphal to Jiribam is ancestral Rongmei Naga land and warned that any untoward incidents arising from a shutdown called jointly by the Kuki Inpi South West Sadar Hills, Kuki Students Organization South West Sadar Hills, and Kuki Women Union Moltam Region, would be the responsibility of the Kuki community.
The blockade has severely disrupted the supply of goods in Manipur, with several trucks carrying essential commodities stranded on the highways since the blockade. Exemptions have been made, however, for medical emergencies, essential services such as water and electricity, and educational institutions.
Thaimei Gaimei, the General Secretary of RNCM told the Indian Express, “The Naga sub-tribes are facing a lot of inconveniences… which is why we have demanded an alternative administrative arrangement for us in Noney district. Unfortunately, our plight has been ignored and not taken seriously.”
