Summary

In January 2023, non-Bodo people took to the streets to protest against the inclusion of 60 villages in the Bodoland Territorial Region (BTR) in Gohpur along with many parts of Assam, resulting in violence, blockades, and tire burning. To address the long-standing demand of the Bodo community, the government decided to include villages with over 80 percent Bodo population falling under the five assembly constituencies in Sonitpur and adjoining districts in the BTR. Protesters, however, claimed this was not true for some villages.

On 28 January 2023, a 12-hour Assam bandh was called in by the All Adivasi Students’ Union of Assam (AASAA) and the All Assam Tea Tribes Students’ Union (AATTSA) Sonitpur. Many other Mising organisations also protested the Assam government's decision to include Mising-inhabited areas in Chariduar and Sotai in the Bodoland Territorial Region (BTR).

Chief Minister Himanta Biswa Sarma, on his Republic Day speech, announced the inclusion of around 60 villages from Dhekiajuli, Sootea, Biswanath, Behali, and Gohpur constituencies into the BTR. The previous day, a section of National Highway 211 was briefly blocked by non-Bodo residents protesting the decision. Later, they dispersed after local MLA Padma Hazarika assured them that only villages with over 80 percent Bodo population would be affected.

In September 2023, the Assam Cabinet gave its final approval for the inclusion of 41 Bodo-dominated villages in Gohpur and Biwanath LACs into the BTR. This was reportedly a part of the Tripartite Bodo Accord signed in January 2020 for permanent peace in the Bodoland region. A year later, 19 more villages of Biswanath and Sonitpur districts were merged with the BTR region.

The villages include Lokhipwtharm Joysidhi, Rajgarh Balijan, Paslogi Milonpur, Bolamguri FRC, Himajuli FRC, Gwjwnjuli FRC, No.1 Joypur FRC, Gwjwnpur, Bihmari, Lokhipathar Gaon, Rongpur FRC and Nogharia Gorth Balijan of Biswanath districts, while seven villages transferred from Sonitpur district are Urahiloga, Gadhajuli, Dopdopi Mansri Kachari Bonai Gaon, Hangapur, Oubari, Dwimalu and Hatorkhipara.
