Summary

In September 2025, over 500 tribals from Nakhal village in Kwant taluka of Chhota Udepur district submitted a petition to the District Collector, opposing a survey being conducted by the Gujarat Mineral Development Corporation (GMDC).

The corporation, which previously operated a Flospar project at Kadipani, resumed activity after the discovery of rare earth minerals in several villages of the district. The ongoing survey currently covers around 28 villages, prompting concerns among the tribal community. The petition emphasised that the project falls within the Fifth Schedule area and so no work can be carried out without the approval of the Gram Sabha.

In October 2025, the protest gained further momentum as residents from 28 villages across Kwant and Naswadi submitted another petition, this time to the Additional Collector. The villagers demanded a halt to GMDC’s project, which involves land acquisition in Ambadungar, Khasra, and Karvi.

Villagers expressed fears that the ongoing project and land acquisition could lead to displacement and landlessness. They also alleged that the administration has been ignoring the traditional authority of the Gram Sabha and carrying out acquisition work without proper consultation.

LCW researcher filed an RTI with the District Administration of Chhota Udepur, requesting details of complaints submitted by citizens and action taken by the authorities. The request was forwarded to GMDC, which stated that no complaints were received by them.

The protests underscore the tension between mineral exploration initiatives and tribal rights in Chhota Udepur, highlighting the broader debate over development versus community consent in scheduled areas.
