On May 20, 2022, residents of Karivetti village in Cuddalore district of Tamil Nadu staged a protest against the acquisition of land for the expansion of a lignite mine by NLC India. This mine will aid the second expansion of NLC's super critical lignite based thermal power plant located in Neyveli. It is already spread over 4842 Hectares.
NLC India is a public sector unit (PSU) that generates electricity through fossil fuels like coal and lignite, as well as renewable sources like wind and solar. It already runs three mines in Cuddalore district. And has now initiated the process of land acquisition for expanding its third mine. This expansion is set to be carried out in the villages of Karivetti, Karaimedu, Kathazhai, Mummudi Cholagan, Melvalaiyamadevi, and Keezhvalaiyamadevi.
In 2019, the Southern Bench of the National Green Tribunal refused to set aside the environmental clearance granted to the second expansion of the super critical lignite-based thermal power plant with a capacity of 2x600 MW run by NLC in Cuddalore.
When officials attempted to survey the lands for acquisition, the locals broke out in protest against the move. "We are seeking higher compensation than promised. We also want permanent jobs," said A. Manikandan, a local AIADMK functionary. "Earlier, only the officials used to come to our villages for land acquisition. But now that we are protesting, a few hundred cops are accompanying them. People are threatened and intimidated while acquiring land."
Manikandan said that around 12,000-20,000 acres would be affected because of the project. However, an official figure is not available yet as the survey is still on. "Lands have been acquired since 1956. But, only 1,850 people have got permanent jobs while the rest work only on a contractual basis. People who work temporarily earn as little as Rs 385 per shift. To give people labour, NLC has created farmlands on artificial mounds of debris after destroying agriculture in the region", added Manikandan.
Emails and phone calls by LCW to the NLC Public Relations Department remained unanswered on the date of publishing this conflict.
From January 2023 onwards, community members have been giving calls for rounds of protests. This was done after the NCIL's plan was formulated for acquiring 25,000 acres of land for the expansion of Mine III. The police had deployed 7000 personnel in the district.
These protests are being led by Pattali Makkal Katchi, a state political party. The party also urged the Chief Minister of Tamil Nadu to make announcements against the mine expansion.
