Summary

On 27 May 2024, a massive protest was carried out at Umrongso in Dima Hasao district against proposed mining at Borolokhindong village and New Umrongso by the Assam government.

Protesters demanded immediate cancellation of 1270 hectares of new mining project in Borolokhindong village and New Umrongso. They also demanded cancellation of the Garampani Coal Mine Project spanning 109 hectares in the Boro Lokhindong area as well as the closure of the Mahaveer Cement factory encompassing 2000 bighas in Nobodi Longkukro and Chotolarpheng villages.

During the rally, local leaders highlighted the long-term environmental risks and the threat to indigenous population, accusing the government of prioritizing profit over ecological and cultural sustainability.

In August 2024, Meghalaya raised environmental concerns regarding the proposed limestone mining in Assam and its impact on the caves and the community reserve forests of the state. This added further pressure on the Assam government to reconsider the mining plans.

In October 2024, a coalition of tribal organizations in Assam’s Dima Hasao district strongly opposed proposed mining projects in Umrangso, stating that it threatens the livelihoods and cultural heritage of the indigenous people. In a letter to the Assam Chief Minister Dr Himanta Biswa Sarma, the organizations expressed their concerns over the impact of the proposed mining projects. The organizations reiterated that the proposed mining projects violate the rights of the tribal people under the Sixth Schedule of the Indian Constitution, highlighting displacement and suffering caused by previous projects.

They accuse the authorities of violating tribal land rights and raise concerns about environmental impact. “The exploitation of mineral resources in the name of mining and cement industries in Umrongso area caused a wide range of environmental problems such as land degradation, deforestation, air, water and noise pollution, etc.,” the letter read.

Similar protests took place in November 2021 in Umrongso against extraction or limestone mining projects.

The Assam government has put seven limestone and one iron-ore block in the Dima Hasao district up for bidding by various companies. These projects are part of broader industrial ambitions, as limestone is crucial for cement production and infrastructure development. However, they have raised alarms about potential environmental degradation and threats to local livelihoods, particularly as the district already suffers from deforestation and soil erosion contributing to yearly fatal floods.
