Summary

On 10 December 2024, Arunachal Pradesh Industries Minister Nyato Dukam inaugurated a ferro silicon manufacturing plant operated by M/s Aether Alloys LLP at the Niglok Industrial Growth Centre in East Siang district. Hailed as a milestone for industrial development, the factory was expected to boost the local economy and create jobs.

By April 2025, however, residents of seven villages near the IGC, organised under the IGC Pollution-Affected People’s Forum, raised serious concerns about air and water pollution from the factory, alleging it poses health risks to the surrounding communities.

IGC Pollution-Affected People’s Forum general secretary Onong Tadeng alleged that the industrial authority, while establishing the silicon factory, obtained consent from local "gaon burahs" (village heads) without informing them of the implications of the industrial unit. Moreover, neither did they hold a public hearing, nor did they conduct an environmental impact assessment, potentially violating the Factories Act, 1948, and the Environment (Protection) Act, 1986.

In April 2025, Onong Tadeng submitted a petition to the East Siang Deputy Commissioner, demanding the factory’s relocation to an isolated location.

The community also opposes plans by M/s Alloy Craft LLP and M/s Arunachal Ferro Alloy to establish two additional silicon factories in the IGC, fearing further environmental degradation.

In response, Industries Commissioner Saugat Biswas and senior officials visited the Niglok IGC, assuring the community of a meeting with the State Pollution Control Board to assess pollution levels. They promised a resolution following technical tests, but no final decisions have been reported as of May 2025.
