Summary

On 16 September 2025, thousands of villagers from Mohone and surrounding villages in Maharashtra’s Kalyan town objected to the cement plant by Adani Group’s subsidiary company, Ambuja Cement Limited, during a public hearing.

The public hearing, organised by the Maharashtra Pollution Control Board (MPCB) as per the Environment Protection Act, was met with over 300 responses from public. Villagers raised livelihood and environmental concerns, including air and water pollution issues. They expressed that they felt betrayed because in 2020, the Adani Group had announced plans to develop a logistics park when it took over the land from National Rayon Company (NRC). The company now wants to build a cement plant on the same location.

The Adani Group won a National Company Law Tribunal (NCLT) judgement for takeover of National Rayon Company in 2020. Back then, villagers welcomed the transfer as Adani promised to establish a logistics park providing employment to locals. However, they learnt about the cement plant through the EIA. The villagers say that the cement plant will pollute the air and water in the region, negatively affecting their livelihood and land. While the proposal does provide for a 5.89 acre of buffer green zone, the villagers remain unsatisfied. Following the felling of existing trees in the area, the villagers demanded cancellation of project.

It is important to note that the region is a densely populated area with 14.82 lakh people.

However, on 26 September 2025, the Union Ministry of Environment, Forest, and Climate Change (MoEFCC) proposed to exempt “standalone cement grinding unit without captive power plant” from the requirement of prior environmental clearance. If approved, this will likely make it easier for the Adani Group to go ahead with its proposed Rs 1,400-crore 6-MMTPA (million metric tonne per annum) cement grinding plant in Kalyan.

Meanwhile, the residents see this as an attempt of government to bypass the environmental clearances and public opposition to the project. They are preparing for another round of demonstrations and protests.
