In 2006, Jindal group proposed to set up a few industries in Salboni village in Medinipur district. These industries, including a steel plant, thermal power plant, solar power plant and cement plant, were to come up on the 4,877.44 acres of land. Of this, 4,200 acres were provided by the Animal Welfare Board of the state government. Jindal Group purchased 294 acres of land from 485 farmers. In 2008, the government declared the area as a special economic zone. Of the the 294 acres, about 100 acres belong to tribespeople. According to Section 14B of the West Bengal Land Reforms Act of 1955, land tradiationally belonging to the indigenous people cannot be transferred to non-tribals. It is alleged that the company forcefully acquired this land from them. Some forestland was also acquired for the project, although there is no official confirmation of how much, with conflicting claims in the media. It is alleged that the forestland was acquired without the consent of village panchayat, which is a violation of the Forest Rights Act, 2006. While farmers received a compensation of INR 3 lakhs per acre of land, land labourers were not taken into consideration. In July 2014, at a public event, Chief Minister Mamta Banerjee gave an ultimatum to the company to pay compensation to all those who had lost land. In December 2014, the Jindal Group chairman said that the company had put the INR 35,000-crore project on hold over the uncertainty of raw material linkages. In 2017, the company announced that it would require only 1,500 acres of land and would like to return the remaining land to the state government, which will then distribute the land back to the families from whom it was acquired. Meanwhile, the company had promised to offer jobs to all 485 farmers from whom it had acquired the land, but only 300 of them were employed by the company. The affected farmers have demanded that in addition to returning the unused land, Jindal Group will also have to provide permanent jobs and compensation to all the people who gave up their land in the first place. As of 2020, JSW group is also seeking to expand its cement plant at Salboni.
