The Water Resources Department of Madhya Pradesh proposed to develop the Mohanpura dam across the Newaj River near Banskhedi village in Rajgarh district in 2013. The catchment area intercepted at the dam site is 3,726 square kilometres. The proposed dam will provide water for irrigation as well as for domestic and industrial uses.
Farmers from 32 villages have protested against the insufficient compensation offered for their land, which was acquired for the project. They allege that only nine villages have received the compensation after three years of the land acquisition and that the amount for the compensation and rehabilitation package is much lower than what they had expected. Moreover, many farmers who had received the compensation were unable to access their bank accounts as the administration had prohibited the withdrawal of money from the accounts by freezing them.
Villagers protesting inadequate compensation tied and waved black flags ahead of the 23rd June inauguration and said they would continue their protest during Prime Minister Narendra Modi’s visit. The demonstrations were to highlight their grievances of not being paid proper compensation. A day before the inauguration, several activists and Congress leader Abhay Kumar Dubey alleged corruption worth Rs 700 crore in the project, according to another report by News18.
On 20 July, 2018, the state government issued an order to Jain Irrigation to execute the Mohanpura dam project. One month after the inauguration, only 11 villages were rehabilitated.
By August 2019, 258 farmers were paid compensation and a rehabilitation package. The minister for water resources, Narottam Mishra, informed that the remaining farmers will be paid their due amount soon. In 2019, multiple writ petitions in the High Court of Madhya Pradesh were filed by villagers, seeking compensation and rehabilitation due to the submergence of their houses under Mohanpura Dam. A survey conducted by the Sub-Divisional Officer and the Land Acquisition Officer found that only 151 houses out of 431 houses were eligible for compensation and rehabilitation. The High Court dismissed the petitions later.
In July 2020, it was reported that villagers under the submergence zone will be informed through local panchayats about the date of opening of the dam, which will flood the villages.
Later, a 2024 media report revealed that farmers in villages near the dam, including Banpur, Lakshmanpura, and Rajpura, struggled with irregular water supply. As of February 2025, only 3,000 hectares received irrigation through open canals, while farmers in 1,200 hectares resorted to self-funded water lifting.
A 2026 media report quoted Mohanpura dam project manager Ashok Dixit saying that compensation has already been paid to the villagers.
