On June 1, 2022, the Guwahati Municipal Corporation (GMC) began an eviction drive to remove street vendors in various areas of Guwahati, despite strong opposition from traders. This eviction drive was carried out without consulting the town vending committee that had been set up in 2015 for managing street vending in Guwahati. The GMC also disregarded the demand of the vendor’s association for notifying the locations that have already been identified as designated vending zones prior to the eviction. Guwahati has about 20,000 street vendors, out of which 8,500 are registered as street vendors. GMC evicted street vendors in the vicinity of Bhangagarh, Ulubari (BK Kakoty Road), Kalapahar (Colony Bazar) and Lachit Nagar.
GMC's statement as reported by the Times of India noted, "The eviction drives are conducted in the interest of public service by the enforcement branch of GMC. It aimed mainly at clearing traffic congestion created by the street vendors. The enforcement wing of GMC plans to intensify its eviction drives in upcoming days."
Ramoni Deka, President of The Street Vendor Association of Assam, stated that the Street Vendors' Association of Assam strongly opposed the eviction, claiming that the Street Vendors (Protection of Livelihood & Regulation of Street Vending) Act, 2014 gives street vendors the legal right to operate. According to a report by The Sentinel, the GMC had also announced through loudspeakers that a fine of Rs. 5,000 fine each would be levied, along with a sentence of three months in prison if vendors continue to operate their street shops.
Ramoni Deka further mentioned that they insisted on the urgent termination of the eviction drive as well as the provision of identity cards and licences to the vendors. He also stated that the association requested the establishment of 50 vending locations in Guwahati so that the vendors could be relocated. Another demand of the Association was that Rs 10,000 loans should be made available to street vendors through Prime Minister's Svanidhi Yojana scheme.
