An eviction drive was carried out in Khudigaon II Block village, situated under the Bilasipara revenue circle, by the Dhubri district administration on December 29, 2023.

The eviction was conducted amidst heavy security to reclaim government land that had reportedly been encroached upon by 197 families.

Eyewitnesses reportedly recounted instances of women threatening to kill themselves while holding babies on their lap in protest against the forced eviction. Evictees questioned if they were illegal residents then how were they able to obtain official documentation, such as voter IDs, Aadhaar card, and privileges meant for legitimate citizens until now.

In 2019, the Assam government sanctioned the land in question for the establishment of a 70 Mega Watt Solar Power Plant by Assam Power Distribution Company Limited (APDCL).

According to reports, the Bilasipara sub-divisional administration resorted to eviction as the families continued to occupy the land despite being served several eviction notices in the past.

As per the meeting minutes of the Dhubri District Development Meeting (TND-27/24/2023-T&D-DBB) for December 2023, the Assistant General Manager of APDCL highlighted the need for eviction to initiate the construction of the Khudigaon 70 MM solar power plant. In response, the Chair directed the Sub-Divisional Officer, Bilasipara, to conduct the eviction and commence the work immediately.
