Residents of about 29 villages, affected by land dumping for the construction of National Highway-27 (NH-54) in South Assam’s Dima Hasao district, have launched an indefinite strike in Haflong demanding compensation from the National Highways Authority of India (NHAI).
During the protest, villagers claimed that over 945 families residing along Nrimbanglo-Harangajao have been affected due to land dumping at their paddy field, for which a bill amount of Rs 32 crore has been presented by the North Cachar Hills Autonomous Council’s revenue department to the NHAI for compensation. The protest has been jointly organised by the Indigenous Students Forum (ISF), Indigenous Women Forum (IWF), and the affected people.
David Keivom, the president of ISF, was quoted as saying, “It was assured that NHAI and the Railway would compensate us. The Railway already compensated us following intervention from then Chief Minister Sarbananda Sonowal in 2020.”
Stating that the protest will continue till their demands are met, Keivom further added, “Chief Minister Himanta Biswa Sarma directed NHAI in a meeting on January 25, 2022, to compensate us. NHAI also agreed to do so. The necessary bill was submitted to NHAI by the North Cachar Hills Autonomous Council (NCHAC). Despite directives from the Chief Minister and the Home Department, NHAI is disregarding our plight."
A woman from Jatinga, a village affected due to the land dumping, said, “Over six bighas of my land, where I cultivated pineapple, betel leaves, oranges, and ginger, were destroyed by the company's earth dumping. The land is now useless for cultivation or housing. For a decade, I’ve sought compensation, but our grievances are continually ignored.”
Another resident of Nrimbanglo lamented, “Vast portions of our fertile land, the source of our livelihood, were ruined by the construction company. When we approach them, they falsely accuse us of threatening them with arms. Without compensation, our survival is at stake, as we have lost our land and means of sustenance.”
NH-27 is part of the East-West road corridor launched in 1998, and it aims to connect Silchar in South Assam with Saurashtra in Gujarat. While the project was planned to be finished by 2007, the construction is yet to be completed in two stretches: Nrimbanglo-Jatinga and Jatinga-Harangajao, covering around 49.23 kilometres.
