Summary

Local villagers have strongly opposed the Gujarat government's plan to set up a 1500 MW floating solar project on the waters of the Ukai reservoir in Songadh taluka. Residents fear that the project will directly impact the livelihoods of thousands of people, particularly fishermen who rely on the reservoir for their income. Many of these families were originally displaced due to the construction of the Ukai dam decades ago, and they now face the threat of losing their means of survival once again.

In May 2023, the Gujarat State Electricity Corporation (GSECL) had invited bids to appoint a consultant to prepare a feasibility report and detailed project report to set up a 1,500 MW floating solar park in the Tapi district. However, no further information on the outcome is available in the public domain.

Saritaben Vasava, an elected member of the Borda District Panchayat, along with other local leaders, submitted a written representation to the Tapi district Collector to stop soil testing activities. The letter highlights that 170 villages were displaced when the Ukai dam was built, leading to the loss of 60,075 hectares of land. Since then, local fishermen have established 13 Fisheries Cooperative Societies, which currently support over 11,000 registered members. If the proposed solar project proceeds, fishing activities will come to a halt, jeopardising the livelihoods of these families.

In response to the proposal, Gram Panchayats of Budhwada, Satkashi, Fatehpur, and Limbi villages have passed resolutions opposing the project. Additionally, the Forest Rights Committees of several villages, including Budhwada, Juna Amalapada, Juni Kuilivel, Satkashi, and Juni Bawli, have also submitted written objections. The protesters argue that the government should prioritise the well-being of those who have already suffered displacement rather than introduce new projects that further threaten their existence.

Copies of the opposition letters have been sent to Chief Minister Bhupendrabhai Patel and State Fisheries Minister Parasottambhai Solanki. As topographical and soil investigations for the solar project continue, it remains to be seen whether the government will reconsider its decision in favour of the local communities or move forward with the plan despite resistance.

However, in response to an RTI filed by LCW researcher seeking copies of complaints submitted by citizens and panchayat members, the Tapi district administration responded that no such records were available with them.

On 22 March 2025, the Jan Aakrosh Sammelan was held in Sherula village in Sonagadh taluka to oppose the 1500 MW solar project. During the conference, organized through the Tribal Public Outrage Mega Conference, villager urged the government to listen to their concerns.
