In 2018, a land conflict emerged over the location of the Kherki Daula toll plaza in Gurugram district of Haryana. On 26 December 2017, the then chief minister Manohar Lal Khattar announced the transfer of 65 acres to the National Highways Authority of India (NHAI). However, the Manesar panchayat members refuted the government’s claim
While the NHAI wants to relocate the toll plaza some 11 km away from the existing one towards Sehrawan, the Manesar Panchayat are demanding the toll plaza to be relocated around 5 km from Sehrawan towards Kundali-Manesar-Palwal Expressway which would save them 59 acres of land.
In 2019, the state government agreed to the demands of the protestors and changed its plan to relocate the toll plaza from Sehrawan to Pachgaon.
In October 2025, the NHAI had to again abandon its plan to set up the Kherki Daula toll plaza at Pachgaon after local opposition. Pachgoan residents held that the area needed a flyover to ensure smooth traffic flow and better safety, a Times of India report said.
Alternatively, the NHAI planned to relocate the toll plaza 13 km away from Pachgaon to Kukrola. According to the TOI report, highways authority had begun ground-level construction for an administrative block for the Toll Plaza. However, the construction is stalled again over concerns about the location's proximity to the National Security Guard (NSG) campus, "a security sensitive area," the report said.
The NHAI is now faced with the challenge of finding an alternative location for setting up the toll plaza without disrupting existing public infrastructure. "We are exploring an option that is both feasible and acceptable, but the decision will be taken at the higher level of the governments," a senior NHAI official told the Times of India.
