Summary

For over a decade, the construction of the 47 km long Jaipur Ring Road Southern Corridor by the Jaipur Development Authority (JDA) has remained pending, owing to problems related to land acquisition. While the JDA has maintained that it acquired 1,692 hectares of land from 500 families for the project connecting Ajmer Road, Tonk Road and Agra Road, farmers who are set to lose their lands held several protests demanding proper compensation and a change in design of the project among others. In 2011, the JDA selected Gurgaon based construction company Sanjose Supreme Joint Venture as the final bidder for the construction of the project. As there was little or no progress in the construction of the transport project, in 2017, the JDA signed a memorandum of Understanding (MoU) with the National Highways Authority of India (NHAI) to execute the project. The revised investment of the project was pegged at Rs 1,217 crore. For the project, landowners stated that the JDA acquired 360 metres from farmers to construct 90 metres of the transport corridor, and 135 metres on both sides of the road to construct a development corridor. Farmers led by Ring Road Sangarsh Samiti allege that the JDA is acquiring excess land in the name of the corridor. They demanded higher compensation and also return of excess land back to the cultivators. The land acquired also passes through forest area and an irrigation dam zone. The concerns raised by the forest department and irrigation department officials were settled by the JDA. In November 2020, some part of the ring road was made operational and presently the NHAI is constructing coverfield structures as part of the project. Reportedly, hundreds of affected farmers families are still awaiting promised compensation.
