Summary

Residents of Paliapattu village in the Tiruvannamalai district staged marathon protests which completed 100 days on 1 April 2022. The protests were against the acquisition of farmland for setting up of an industrial park in the region.

The protests broke out after Minister for Public Works EV Velu, who represents the Tiruvannamalai constituency, said, "Regardless of who opposes it, the SIPCOT industrial park will be set up near Chengam (a town in Tiruvannamalai)."

Following the remark, the residents staged** **protests, including forming human chains. "We also had a fishing protest. This is because the officials claimed that there was no lake in the area according to the records. Fishing in the lake was a way to demonstrate that the lake was alive and thriving," J Senthil, a teacher who participated in the protests, told LCW.

The protesters, who formed a collective under the banner Paliapattu Anti-SIPCOT Farmers Movement, also filed right to information applications en masse seeking details about the project. They also demanded that the region be declared a protected agricultural zone.

The protestors were especially concerned as it is a fertile land where paddy, sugarcane, flowers, and vegetables are cultivated.

The protests against the expansion of the SIPCOT industrial park in Thiruvannamalai district intensified in 2023, with local communities continuing to resist the land acquisition process. Villagers raised concerns about the adverse environmental impacts and potential displacement caused by the industrial project, which would severely affect their agricultural livelihoods.

In a controversial move, authorities imposed criminal charges on several protestors, with two of them being detained under the draconian Goonda Act. This law, traditionally reserved for habitual offenders, was invoked to curb the resistance, signaling a harsh crackdown on grassroots activism. As a result, two protesters, both employees of a private leather factory at Cheyyar were laid off from work after they were detained in November 2023. 

Despite the imposition of criminal laws and the increasing pressure from the state, protests in the region have continued unabated, with locals demanding the preservation of their land, water resources, and traditional ways of life.

The ongoing protests are part of a larger struggle for environmental justice, with communities resisting the transformation of agricultural lands into industrial zones that could irreparably harm local ecosystems and livelihoods. This conflict also illustrates the challenges faced by rural populations in balancing the state's industrial expansion goals with their own sustainable future.
