Summary

The Lamhai Village Council (LVC) and the Nagaland Zeliang People Organization (NZPO) are opposing the foundation stone laid on 9 August 2024, for the proposed Extra Assistant Commissioner (EAC) headquarters in Zutovi village, Chümoukedima district.
 
The NZPO and LVC allege that the site falls within the jurisdiction of Lamhai village, predominantly inhabited by the Zeliang Naga tribe. According to LVC Chairman Haibamko and Head GB Lungsileu, the foundation stone was laid without consulting the Lamhai village authorities and questioned whether necessary government approvals were taken before the stone foundation.
 
The LVC contends that no area named “Aqahuto” exists within its jurisdiction and asserts that there is no recognized Sumi Naga village in the area. Both organizations demand that the state government remove the foundation stone and evict nearby occupants.
 
In response, the Western Sümi Hoho (WSH) has dismissed the allegations as “false and misleading”. The WSH claims that Aqahuto falls within the Chümoukedima district, not the Peren district, as claimed by the NZPO and LVC.

In a press release, the WSH stated, “The foundation stone was laid within Zutovi’s jurisdiction, a village with a well-established history dating back to 1948, predating Nagaland’s statehood, with the full consent and participation of the village authorities”.
 
The WSH also maintains that the Aqahuto area includes villages, such as Shokhuvi, Kiyevi, Pimla, and Zutovi, all existing before the current dispute.

According to WSH, Nagaland’s Chief Minister had promised an EAC headquarter for Aqahuto during the inauguration of the Chümoukedima district. The WSH has urged the Nagaland government to expedite the construction of the EAC headquarters, stating it “will greatly benefit Aqahuto and surrounding areas, driving regional development and strengthening community ties.”
